Dr. Govindraj Dempo works at the intersection of strategy, research and relationship-building, creating the conditions in which international cooperation can move from intent to institution. As Director – Global Strategy & Innovation Partnerships, he advances trusted connections across diplomacy, universities and innovation ecosystems.
His background spans more than three decades of executive and research experience, with interests in technology-led transformation, artificial intelligence and automation, sustainability, international business and family-enterprise governance. He completed a PhD in Business Administration at Iscte in 2023 and serves as an Invited Assistant Professor at Iscte Business School. This dual practitioner–academic perspective shapes a clear operating idea: build common purpose, establish credible structures, and translate networks into outcomes with international relevance.

Success story: Iscte × Diplomatic Council
Diplomatic Council and Iscte – University Institute of Lisbon formalised a strategic partnership through a Memorandum of Understanding. Founded in 1977, Iscte spans social sciences, economics, management and technology; its business school holds AACSB and AMBA accreditation. The ceremony brought together university and Council leadership and accompanied a presentation of Europe and the Emerging New Global Order. Collaboration priorities include real-world and physical AI — from manufacturing robots and predictive maintenance to medical diagnosis, autonomous mobility and smart cities — alongside further areas of cooperation.
Success story: WIFU × Diplomatic Council
Diplomatic Council and the Witten Institute for Family Business (WIFU) at Witten/Herdecke University formalised a strategic cooperation linking international diplomacy with recognised scholarship and practice in family enterprise. Dr. Dempo helped establish the strategic connection and joined Diplomatic Council Secretary General Hang Nguyen as a signatory. The relationship creates a platform for international projects, knowledge exchange and dialogue among researchers, family-business leaders and the Council’s global community.
Cooperation milestone: VanguardTulip × Diplomatic Council
In January 2026, VanguardTulip, Unipessoal Lda and Diplomatic Council e.V. signed a three-year, non-exclusive Memorandum of Understanding. Signed by Dr. Govindraj Dempo, Managing Director of VanguardTulip, and Hang Nguyen for the Diplomatic Council, the framework supports EU programmes, research projects and knowledge-transfer initiatives aligned with diplomacy, innovation and sustainable development. Potential activity includes Horizon Europe, Erasmus+ and related instruments, together with advisory work, conferences, training and capacity-building. Priority themes include sustainable business, the circular economy and responsible innovation.
The MoU is non-binding and does not itself create a legal partnership, grant award or funded consortium. Specific projects require separate written agreements.
The next chapter: from bilateral success to a European research ecosystem
The next ambition is to translate proven relationship-building into a multidisciplinary Horizon Europe consortium with relevance across Europe and India. Building on the formalised Iscte and WIFU relationships, together with the VanguardTulip–Diplomatic Council framework for EU project development, the initiative can engage additional European universities and research organisations selected for scientific fit, implementation strength, geographic contribution and measurable impact.
Focus areas include trustworthy and physical AI; resilient family enterprise; sustainable internationalisation; and the translation of research through diplomatic, business and civic networks.
